摘 要:协商主体的能力、结构和功能直接影响社会组织协商的治理绩效。论文发现在新时代城市基层治理转型中,社会组织协商发展实质上是一种充满张力的制度设计,必须在行政权力的相对集中和社会权力的适当分散之间取得平衡,因此社会组织自身的发育成熟程度起着至关重要的作用。但现实是社会组织在价值理念、角色期待、运作过程和制度保障等方面均存在不足,致使社会组织协商经常呈现出公众参与效能感不强、治理绩效不佳等问题。以提升社会组织能力为依托,从角色定位、能力建设、渠道拓展、技术提升和制度保障等维度推动城市治理转型中社会组织协商发展,由此成为当务之急。When the existing studies discuss about social organization deliberation, they often ignore the role of social organization development, especially the role of social organization' s professional ability. This research has observed that the deliberation of social organization is a complex system, which must keep balance between the centralized administrative power and the decentralized social right. Therefore, the level of social organization' s development will be critical in perfecting social organization deliberation. However, there are still some insufficiencies in social organization' s value, role expectation, working mechanism and institutional guarantee, which bring out some shortcoming of social organization deliberation, such as insufficient public participation, the poor performance and so on. Therefore, it is urgent to accelerate the development of social organization deliberation through making its role clearer, improving abilities, broadening channels, developing technologies and constructing institutional security under the background of urban governance transformation.
