摘　　要：目的:分析当前广东省药品广告监管的瓶颈问题,并进一步思考其治理对策。方法:采用文献分析法和访谈法,对工商部门、食药监部门、医药公司、传播媒体的广告负责人等进行访谈,分析当前广东省药品广告监管现状,总结其存在的瓶颈问题。结果:由于药品广告监管理念落后、法规制度不健全、监管技术落后、监管人才不足,广东省的药品广告监管呈现出监管法规、监管机构、监管职责及监管对象的碎片化问题。结论:要妥善解决这个问题,必须着眼于整体性治理的视角,从整合法规、机构及职责,构建系统监管平台、改进监管技术、引进监管人才等方面进行综合治理。Objective To analyzes the bottleneck of Guangdong＇ s drug advertising supervision and explores its countermeas- ures. Methods Using the literature research and the interviewing method, we interviewed with the business sector, the Food and Drug Administration, the drug companies and the advertising leader of the media. Summarizing the bottleneck of drug advertising supervision in Guangdong by analyzing the current situation of the drug advertising supervision. Results It is found that the bottle- neck of drug advertising supervision of Guangdong Province is the fragmentation of supervision, which is manifested in the frag- mentation of supervision laws and regulations, supervision institutions, supervision responsibilities and supervision objects. The main reasons of the problems are the backwardness of the concept of drug advertising supervision, the lack of the supervision laws and regulations system, the backwardness of supervision technology and the lack of talents. Conclusion To solve the problem, we must absorb the concept of holistic governance, through integrating the laws and regulations, supervision institutions and responsi- bilities, building a systematic supervision platform, improving the supervision technology, introducing the supervision talents, which are the paths for comprehensive management.
