摘 要:选取北京、上海、天津、重庆、深圳、青岛、成都、武汉、杭州等9个城市从2008—2015年的研发投入和专利产出数据,在充分论证相关性的基础上,构建由"每亿元研发经费内部支出产生的发明专利申请数""每万人年R&D人员折合全时当量产生的发明专利申请量""每亿元研发经费内部支出产生的发明专利授权量""每万人年R&D人员折合全时当量产生的发明专利授权量"4个指标组成的复合指标体系,以从专利的角度全面分析样本城市创新投入的产出绩效,并试图从时间和区域的比较分析中探索样本城市创新投入产出绩效的特点与规律。This paper selects R&D and patent output data of nine cities including Beijing, Shanghai, Tianjin, Chongqing, Shenzhen, Qingdao, Chengdu, Wuhan, Hangzhou from 2008 to 2015. On the basis of fully demonstrated correlation, the composite index system is composed by four indicators, which are "the number of invention patent applications generated by R&D expenses", "the number of invention patent applications generated by Fun-time Equivalent of R&D Personnel", "invention patent grants generated by R&D expenses", and "invention patent grants generated by full-time equivalent of R&D personnel". Then the paper comprehensively analyzes the output efficiency of the sample cities' innovation input, and tries to explore the characteristics and rules of the sample cities' innovation efficiency through vertical and regional comparative analysis.
