摘　　要：在文献调研及案例分析的基础上,分析中国28个PPP项目的实施过程,寻找影响PPP模式运作成功的关键因素。研究结果表明,PPP模式运作成功的关键是完善的PPP制度环境与体制、健全的金融体系及政府的契约精神,合作企业的能力与信用同有效选择PPP项目等因素共同决定了项目成败。Based on literature review and case studies, this study evaluates 28 cases of PPP that have been implemented and looks into the key factors influencing the success of PPP models. The results show that the perfect legal policy, sound financial system and government contract spirit are the key factors of PPP projects; the powers and credits of the cooperative enterprises, together with a variety of other factors, also lead to project success or not.
