摘  要:美日返还琉球群岛施政权谈判进程中的民航权益问题,突出反映了美国政府如何在确保重大战略利益的前提下谋求维护其经济利益。在返还琉球群岛施政权以后,美国4家航空公司继续拥有运营前往和经过冲绳的航运权。在5年暂定期限内,美国4家航空公司在冲绳的航空业务收益不计入美日民航收益平衡。日本被迫放弃冲绳航线权与芝加哥航线权互换的构想,只能沿着以废除美国在日本国内航线的运营权与承认美国继续拥有在冲绳的航运权、暂定期限直接联系起来的思路进行外交交涉。美日关于冲绳民航权益的秘密谅解,意味着美日两国民航权益不对等的基本格局没有改变。U.S.civil aviation right in the U.S.and Japanese reversion negotiation over Ryukyu Islands reveals how the U.S.government pursuits to maintain its economic interests upon the premise of securing a major strategic benefits.After the reversion of the Ryukyu Islands,four American airline companies continue to enjoy free flight to and through Okinawa.In the five years of free-charge,their profit is not included in American and Japanese civil aviation revenue balance.Japan was forced to give up the intention to exchange the right of Okinawa route for Chicago route.Instead its diplomatic negotiations could only yield to abolish the U.S.cabotage in Japan,and at the same time to recognize U.S.'s continual aviation right and free-charge period in Okinawa.This agreement between U.S.and Japan shows the unequal pattern of civil aviation rights has never changed.
