摘 要:本文采用问卷调查法,就"小官腐败"的程度、危害、主体、领域、原因等问题,对重庆市141位基层纪检监察干部进行问卷调查。调查研究发现:基层纪检监察干部普遍认为基层腐败问题凸显,严重破坏干群关系、党群关系;村(社)干部、政务系统最易于产生腐败;非正式制度因素会对"小官"产生负面影响,权力运行不透明导致"小官巨腐";完善监督制度是治理"小官腐败"的有效途径;基层纪检监察机关对群众参与的重视度较低。基于此,本文提出构建监督网络、推进公开透明的权力运作和重视思想教育等对策建议。The paper adopting the method of questionnaire, concerning the degree, harm, subject, field and cause of the corruption of inferior officers, conducted a questionnaire survey about 141 cadres of Discipline In- spection Commission at the grass-roots level in Chongqing. The study found that:grass-roots corruption destroys the cadre-mass relations;village (community) cadres and government system are liable to be corrupted; an informal institutional has negative impacts on the inferior officers and high-power operation transparency leads to serious inferior officers corruption ; the efficient path which can govern corruption is to perfect the supervisory system;the discipline inspection commission at the grass-roots level can't pay enough attention to the mass participation. Therefore, the paper suggested building supervision network, promoting openness and transparency and strengthening education.
