摘  要:自从农电体制改革后,供电企业与居民客户以电表为分界点各自承担起自身产权范围内的电力设施维护责任,从而改变了以前"村电工服务到灯头"的习惯模式,这客观上给农村居民维护、检修表后用电设施带来了不便。随着居民一户一表的普及,居民维护自家线路越来越成为家中的一个难题。另一方面,社会电力维修力量良莠不齐,技术装备和资质水平较低,市场盲目、无序发展,存在较大的安全隐患^([2])。Since the reform of rural power system, the power supply enterprise and the resident customer use the meter as the dividing point, each has assumed responsibility for the maintenance of power facilities within the scope of its own property rights, therefore, the customary mode of "village electrician service to the lamp" has been changed, and it is inconvenient for the rural residents to maintain and repair the electric facilities after the maintenance of the table. With the popularity of one household and one table, it is becoming a difficult problem for residents to maintain their own lines. On the other hand, the power maintenance force of the society is uneven, the level of technical equipment and qualification is low, the market is blind and disorderly, and there is a great potential for security.
