高校图书馆驱动小微企业科技创新的服务模式及运行机制研究

摘　　要：面向小微企业科技创新活动需求,探讨高校图书馆驱动小微企业科技创新的服务模式及运行机制。文章在对小微企业创新活动进行特征分析的基础上,提出以高校图书馆为竞争情报驱动主体、以小微企业集群为服务平台承载主体、以小微企业单元为创新活动实践主体的"三维一体"科技创新服务模式,通过大数据、云服务、互联网+等技术手段实现小微企业及其集群科技创新竞争情报的网络溢出。结合小米公司CBMCE运营模式,提出通过创新社区构建、样本服务积累、企业服务量化、集群数据联结、竞争情报扩展等五阶段实现的CSMCE运行机制。Facing the demand of the scientific and technological innovation of small and micro businesses,the paper is to investigate their service model and operation mechanism driven by university library. Based on the analysis of small and micro business innovation activities characters,the paper proposed a kind of ＂three-dimensional integrated＂science and technology innovation service mode to achieve competitive intelligence network spillover of small and micro businesses and their cluster technological innovation through technology of big data,cloud services and Internet plus. It takes university library as competitive intelligence driven subject, takes small and micro business cluster as main carrier of service platform,and takes mall and micro business unit as practical subject of innovative activities. Combined with CBMCE operation mode of Xiaomi company, the paper proposed to realize CSMCE operating mechanism through five stages,innovation community construction,service sample accumulation,business service quantification,cluster data link,and competitive intelligence extension.
