摘　　要：对国内突发事件应急知识库研究进行系统回顾,以期对相关研究的深入拓展提供借鉴与参考。通过文献调研梳理突发事件知识库构建过程中涉及的理论、技术,分析应急知识库的应用现状。研究发现:应急利益相关者、应急知识需求、多知识库架构是当前应急知识库研究中关注的理论问题;当前应急知识库构建过程中的技术问题主要有知识的获取与抽取、表示、查询与推理;当前应急知识库技术在监测预警、应急故障诊断、应急决策支持、应急指挥与调度系统中具有广泛的应用。当前突发事件应急知识库研究涉及信息管理、人工智能、公共安全等多个领域,未来应加强各领域的交流与合作。This paper gives a systematic review of the research on knowledge bases for emergency response,aiming at providing reference to the further research.This paper summarizes the theories and techniques in the process of constructing the knowledge bases for emergency response by investigating the relative papers.Then,this paper analyzes the current status of the application of knowledge bases for emergoncy response.The research shows that stakeholders of emergencies,knowledge demand for emergency response,architecture of multiple knowledge bases are the most concerned theoretical issues in the research of knowledge bases for emergency response;knowledge acquisition and extraction,knowledge representation,knowledge query and reasoning are the most concerned technical issues in constructing the knowledge base for emergency response;knowledge bases for emergency response are widely applied in monitoring and warning,emergency fault diagnosis,emergency decision support,emergency command and dispatch system.Nowadays,research on knowledge bases for emergency response involves fields such as information management,artificial intelligence,public security and so on.In the future,communication and cooperation among different fields should be enhanced.
