摘  要:通过总结分析内河、沿海港口规划及建设特点,对内河、沿海港口总体规划环境影响评价的主要评价内容及重点区别进行了系统分析,以期为这两类港口总规环评重点评价内容的把握提供参考和借鉴。分析表明,内河港口总规环评需重点关注对饮用水水源保护区的影响;沿海港口总规环评需关注规划实施引起的水动力、泥沙冲淤变化带来的直接影响和间接影响,以及规划实施对滩涂湿地及近岸海域生态系统的影响。在开展港口总规环评时,应结合港口规划的特点有针对性地开展评价。Based on analyzing the characteristics of inland and coastal ports planning and construction, this paper systematically analyzed and discussed the differences of evaluation contents and emphasis of inland and coastal ports overall planning EIA to provide a reference for grasping the key problems in the practice of ports overall planning EIA. The research showed that inland port overall planning EIA needs to pay attention to the impact on the drinking water source protection zones; coastal port overall planning EIA needs to pay attention to the direct and indirect impacts caused by the change of hydrodynamic condition and sediment erosion and deposition, and the impacts on the coastal wetlands and nearshore ecosystems, In the practice of port overall planning EIA, the evaluation work should be carried out based on the characteristics of port planning.
