摘　　要：英国国家安全体制的演变是随着英国国家安全需求以及国内外安全环境的变化而变化的。2010年5月卡梅伦联合政府上台执政后,基于英国安全威胁的综合化、吸取英国安全体制改革和实践的经验和教训以及卡梅伦追逐英国大国梦的需要,建立了具有大国标配的英国国家安全委员会。英国国家安全委员会作为当前英国最高安全决策机构和安全战略的中枢神经系统,其成立后在有效辨识安全威胁及维护英国国家安全方面成效显著。但由于没有法律的授权,同时在进行决策时又深陷具体安全问题的泥潭,使得英国国家安全委员会实际上难从战略高度应对英国安全问题。梅政府执政后对国家安全委员会进行了相应的调整和改革。The British national security system evolves as Britain＇s national security needs and the security environment at home and abroad are changing. After Cameron＇ s coalition government came to power in May 2010, United Kingdom established standard British National Security Council like other big powers, regarding its comprehensive security threat, the experiences acquired and the lessons learned from the British security system＇ s reform and practice, and the need of Cameron＇ s dream of Britain becoming a big power again. The council was viewed as the highest decision-making institution of security and the central nervous system of security strategy in current Britain. It had got remarkable achievements in effectively identifying security threats and in protecting the national security ever since it was founded. However, it was actually difficult to deal with security problems from strategic height, as it was trapped into the mire time for lack of legally authorized power. After reforms to the council. of specific safety problems when making decisions at the same Theresa May took office, she made certain readjustments and
