摘 要:当前中国城市生活垃圾处理站存在占地面积大、运输过程易对环境造成二次污染、导致城市交通拥堵等问题。按照国务院发布的城市环卫设施"适用、经济、绿色、美观"建筑方针,该文提出了一种半沉式城市生活垃圾处理站设计方案,并基于e-F@ctory节能管理理念设计了其监控系统,具有占地面积小、结构紧凑、减少环境污染、信息化水平高、运营高效等优点。为确保半沉式城市生活垃圾处理站的有效运营,需要依法制定城市生活垃圾综合治理规划,通过构建政府、环保企业、城市社区和城市居民多元主体协调参与机制,对城市生活垃圾处理设施进行统筹管理,实现共建共享。At present municipal solid waste treatment stations often cause problems such as secondary pollution and urban traffic congestion aroused by garbage transferring, and besides, there is very often no enough land in urban areas to build them. Therefore, according to the guideline regarding the municipal environmental sanitation facilities:"be applicable, economic, green, and beautiful"which had been issued by the State Council, a design scheme for a type of semi-submersible municipal solid waste treatment station was proposed in this paper, together with its supervision system based on the e-F@ctory energy-saving idea, which featured compact land space, less environmental nuisance, high level of informatization, and more efficient in operation; and to ensure the station effective operation, it is necessary to work out the planning of integrated governance of municipal solid waste in accordance with law, and to establish a multi-subject coordination participation mechanism incorporating the efforts of the government, environment protection corporations, urban communities and the residents, so that the goal of co-construction and sharing of municipal solid waste treatment facilities based on integrated management can be attained.
