摘　　要：在我国经济发展进入新常态的背景下，文章分析了湖南文化产业发展的时空特征与主要影响因素，进一步的实证分析表明，文化产业就业人数增加、互联网用户数增加、人力资本增加、产业结构调整与经济发展水平提升都对文化产业发展有显著的促进作用，而创新水平提高与基础设施改善则不具有显著的作用。最后，研究提出了促进湖南文化强省的政策建议：一是促进湖南文化产业发展的着力点在于培养文化产业优秀人才；二是全方位完善湖南电信基础设施建设；三是更加重视提升文化产业的创新水平，支撑湖南文化产业的发展；四是充分发挥政府主导力、市场主体力和企业引领力的“三力”协同整体推动作用，提升文化新业态的产业链价值水平。Under the background of the new normal economic development, this paper studies the spatial temporal characteristics and influencing factors of the development of Hunan＇s cultural industry. Further empirical analysis shows that increases of employment, the number of Intemet users in the cultural industry, the increase of human capital, the adjustment of industrial structure and economic development are all significant; Promoting and improving the level of innovation and improving infrastructure will not play a significant role. Accordingly, we put forward policy suggestions to promote Hunan Province Culture： The first is the focal point to promote the development of cultural industry in Hnnan is to develop the culture industry talents. The second is a comprehensive improvement of Hunan telecom infrastructure, network speed action. The third is to pay more attention to improve the innovation of the cultural industry to support the development of cultural industry in Hunan; the fourth is to give full play to the government leading force, market force and leading companies to force the ＂three forces＂ integral role, and enhance the value chain level culture of new formats.
