流转环境认知视角下农户土地流转行为差异分析

摘　　要：基于调研和问卷数据,运用泰尔指数及其分解方法等,探讨了陕西省不同地区农户土地流转行为及其影响因素间的差异。结果表明:陕北、关中、陕南各土地流转典型区域的农户流转行为差异主要来源于各区域内部差异,且关中、陕南区域内部的差异较为明显;省域层面上,农户对土地流转政策支持、农业基础、金融服务、流转市场环境的认知是影响其流转行为的重要因素;区域层面上,陕北区域农户对于政府政策支持和流转市场的环境更为敏感,且在农业基础环境较好时土地流转行为显著增多;关中区域农户更倾向于在农业基础设施较为健全、政府对于土地流转较为重视的环境中进行流转;陕南区域农户的流转行为则受到其对政策支持、农业基础、金融服务和流转市场环境认知全方位的影响。This study, based on the survey data of rural land circulation in 10 cities from Shaanxi Province and Yangling Demonstration Zone in August 2015, by using Theil index and its decomposition methods, explores the differences between circulation intensity and their impact factors around the areas which have typical rural land circulation in Shaanxi Province. The results showed that in typical areas of Northern Shaanxi, Guanzhong Area and Southern Shaanxi, rural land circulation behavior difference mainly comes from the differences within regions. Besides, in Guanzhong Area and Southern Shaanxi, the differences within those regions are more obvious. At the provincial level, the most important factors which affect the behavior of rural land circulation are farmer＇s support to government policies, agricultural infrastructure, financial services and cognition of transfer market environment. At the regional level, farmers in Northern Shaanxi are more sensitive to the policy of the government and environment of the market, and the circulation behaviors increase significantly when the environment of agricultural infrastructure becomes better. In Guanzhong Area, farmers prefer to circulate their land under the environment that the agricultural infrastructure is more robust and the government attach more importance to rural land circulation. In Southern Shaanxi, farmers＇ behaviors are affected by their perception of policy support, agricultural infrastructure, financial services and circulation market environment.
