摘 要:以相关法规、标准为依据,研究了美国炼焦工业废水排放标准的制定程序。分析认为:美国炼焦行业污染排放标准的制定由环保局、钢铁研究院、法院、环保机构等单位共同参与,立法过程包含提出、上诉、驳回、解决协议、重审、修改等众多程序;标准制定的技术过程包括污染物筛选、数据收集、现场取样、模式处理技术确定、处理工艺调研、经济费用估算和排放限值与标准确定等环节。According to the original documents, the legislative procedure of the effluent limitations and standards for the cokemaking industry in the US was described in this paper.The effluent limitations and standards are established by United States Environmental Protection Agency, Iron Steel Research Institute, Courts of the U.S.A., and environmental groups. The legislative procedure includes processes such as proposing, appealing, rejecting,settling agreements, retrial and revision. The technical procedure includes processes such as priority pollutants screening, data collection, in-situ sampling, defining pattern processing technologies, treatment process research, estimation of economic cost and determining effluent limitations and standards.
