摘 要:日本从1970年开始进入老龄社会,目前是世界上老龄化率最高的国家之一。随着老年人口比重的加速增长,老年人的护理需求也日益增长。2000年护理保险制度的实施,使日本产生了巨大的护理劳动市场。然而,近年来劳动力不足以及护理劳动者的待遇较差等,成了日本护理市场面临的最大问题。以劳动报酬的相关理论框架为基础,以护理劳动者的合理化薪资水平为着眼点,探析日本护理报酬制度的设计、运行机制以及存在问题,并在此基础上阐明护理报酬制度的改革方向。Japan has entered the aging society since 1970, and is now one of the countries that have the highest proportion of elderly citizens. As the proportion of elderly population increases, the eldercare demands of the elderly are also growing. The implementation of the long-term care insurance system in 2000 resulted in a huge nursing labor market in Japan. However, in recent years, the Japanese care market is facing serious problems such as labor shortage and low salaries of care givers. Based on relevant theories of remuneration, this paper discussed the design of Japan' s eldercare remuneration mechanism, its operation and problems, With the purpose of explore a reasonable pay level for care givers. In addition, this paper also proposed the reform direction of the mechanism and some lessons for China.
