大变革时代社会治理转型的理论解读——基于张康之教授《走向合作的社会》的思考

摘　　要：人类正处在一个大变革时代。自20世纪80年代起,人类社会的发展就进入了全球化、后工业化进程,关于未来社会的构想以及社会治理的安排,也就成了一个重要问题。张康之教授的《走向合作的社会》一书,从全球化、后工业化的历史运动中认识到人类社会正由工业社会向后工业社会转型,而社会的高度复杂性和高度不确定性是这一时期人类社会需要解决的最为根本的问题。这一问题的解决,需要超越既有的社会治理模式。在这本书中,张康之教授从信任的历史形态发展的角度出发,对未来社会及其治理模式作了基本理论设想,提出了合作治理理论,并认为后工业社会将是合作社会,其社会治理模式为合作治理,合作治理模式实现了对同时期和过往任何治理模式的超越。同时,该书也有一些问题值得思考,包括公民参与问题、通达合作社会的途径及德治与法治关系问题。张康之教授的这部著作可以成为我们瞻望未来的引导性文献,从此出发去构想后工业社会及其治理,是我们的责任。The book Towards A Cooperative Society by Professor Zhang Kangzhi, recognizing the industrial society is transforming to post-industrial society from the historical movement of globaliza- tion and post-industrialization, and the most fundamental problems should be solved in this period are high complexities and high uncertainties in society, which needs transcend previous social gov- ernance models. In this book, professor Zhang Kangzhi velopment of trust, fundamental theoretical assumptions thinks from the perspective of historical de- about governance model is made, and co- governance theory is put forward, he also hold that post-industrial society would be a cooperative so- ciety, whose governance model is co-governance, and co-governance has transcend historical govern- ance models and contemporary governance models. There are also some questions should be pon- dered about Towards A Cooperative Society, including citizen participation, access to cooperative so- ciety and relations between governed by law and governed by morality.
