摘　　要：社区体育治理是国家体育治理的基层逻辑表现为社区体育治理直接关乎"广泛开展全民健身运动,加快推进体育强国建设"战略的实施;社区体育治理虽然是国家治理的末梢环节,但直接关乎顶层设计的有效实施;实现社区体育治理现代化是主动适应由"单位中国"向"社区中国"转化的时代进程。当前社区体育治理的困境在于社区体育治理的目标定位与体育政策所嵌入的复杂现实社会环境之间存在偏差;社区体育治理过程中政策执行的科层组织形态不利于基层体育政策的有效实施;社区体育治理过程中利益多元化博弈导致体育政策执行分化。研究进一步认为在社区体育治理技术上实现由行政化向社会化转向以规避目标定位偏差;在社区体育治理的体制层面上构建适应现代化背景的科层组织结构,提高体育政策执行的效度;在社区体育治理利益的格局分配上引入市场化竞争体系、构建多元化治理框架,依靠制度完善对治理主体的监督机制是实现社区体育治理现代化的破壁之道。In this paper, we have studied the present community--based sports governance from the perspectives of governance tech- niques, governance system and benefits distribution in governance projects. We believe that community--based sports governance is- the basic logic of state sports governance, and community--based sports governance is directly related to the implementation of the strategy of ＂carrying out extensive Fitness--for--All programs and speeding up efforts to build China into a country strong on sports＂. Community--based sports governance is a peripheral part of state governance, but it is directly related to the effective implementation of top-- level design, and to realize the modernization of community-- based sports governanceisto take the initiative toadapt to the historical course of transforming from ＂unit China＂ to ＂community China＂. At present, the predicament of community --based sports governance lies in the deviation between the goal positioning of community--based sports governance and the complex real social environment embedded in the sports policies. The bureaucratic organization structure of policy implementation in community-based sports governance is not conducive to the effective implementation of grassroots sports policies. The benefit seeking in the process of community--based sports governance has led to the differentiation of sports policy implementation. The study further finds that the transformation from administerization to socialization in community--based sports governance techniques will help to avoid the deviation in goal positioning. We should build a modern bureaucratic organizational structure for community-- based sports governance at the institutional level to adapt to improve the effectiveness of sports policy implementation. We should introduce the market--oriented competition system for benefit distribution in community--based sports governance, build a diversified governance framework and improve the supervisory mechanism for the governing bodies so as
