摘　　要：随着"丝绸之路经济带"的全面提出,促进我国与上合组织共同合作发展,成为国家新一轮对外开放所关注的重要话题。上合组织正处于基础设施建设方兴未艾的重要时期,而中国现阶段已具备技术和产能优势,恰好能满足"优质优价"装备的供给。文章通过测算上合组织成员国贸易便利化水平,实证分析上合组织贸易便利化对中国装备制造业"走出去"的影响因素以及装备制造业产品出口的贸易潜力。结果表明:上合组织便利化程度都处于比较便利以上,中国便利化水平最高;除距离和人口因素以外,其余因素对中国装备制造业"走出去"都有促进作用;目前,中国对塔吉克斯坦、巴基斯坦和印度装备制造业产品出口已达到饱和状态,需及时提出相关建议对其优化。With the full proposed ＂Silk Road Economic Belt＂ to promote the common development of China＇ s cooperation with the SCO has become an important topic of opening up a new round of national concern. SCO is at an important period of infrastructure construction in the ascendant, and China at this stage al- ready have technology and productivity advantages, just to meet the supply of ＂competitive prices＂ equip- ment. This paper estimates the SCO trade facilitation, then empirical analysis on the SCO trade facilitation to Chinese equipment manufacturing industry ＂going out＂ of the equipment manufacturing industry and trade potential exports. The results show that： the degree of facilitation of the SCO are in a more conven- ient, the highest level of Chinese facilitatiom except for distance and demographic factors, factors on the remaining Chinese equipment manufacturing industry ＂going out＂ has a role in promoting; present, China to Tajikistan Pakistan and India equipment manufacturing exports have reached saturation point, need to make recommendations in time for its optimization.
