养老保险经办模式的公共服务能力比较研究——基于陕西咸阳的实证分析

摘　　要：经办能力直接影响着养老保险制度的实施效果。本文以陕西咸阳市本级以及13个县区社会养老保险经办机构的调研数据为研究样本,选取了19项指标,以因子分析法测度和评价不同模式养老保险经办机构的公共服务能力。研究发现:业务能力、硬件设施能力、保障能力、沟通能力、体制适应能力以及发展能力对养老经办模式公共服务能力存在影响,且集中经办模式相比分散经办模式,其公共服务能力更强。基于研究结论,探索从按险种分设向按业务流程统一设置的养老保险经办整合路径,以适应不断完善的养老保险制度和提高社会公众满意度的需求。This study takes the data which comes from endowment insurance agencies in Xianyang, and oth- er 13 counties of Shaanxi province as research sample, and selects 19 indicators to measure the public serv- ice capability of endowment insurance agencies by using the factor analysis method. The study concludes that professional ability, quality of facilities, guarantee capability, communication competence, system a- daptability, and the development force have an influence on the public service capacity of those agencies. Furthermore, compared with dispersive agencies pattern, the intensive mode has a stronger ability of pub- lic services. On the basis of the conclusion, attempts are made to explore the endowment insurance agen- cies integration path, from designed by the pattern of insurance to unified by service process, so as to con- stantly improve the endowment insurance system and enhance the public satisfaction.
