后发区域跨越发展系统性融资的实践路径与政策框架——以云南省为例

摘　　要：文章以云南跨越发展的固定资产投资为例,预测"十三五"期间云南固定资产投资的资金需求和资金供给,进而估算资金总缺口,结果表明传统融资方式无法满足跨越发展融资需求,需要进行系统性融资规划。因此,应构建融资主体规范化、融资项目分类化、融资条件市场化、融资工具创新化"四位一体"的系统性融资解决方案。Constrained by limited local government financial resources and complex changes in financial environment,regional development planning is extremely necessary to implement systemic financing, especially for post-development region seeking development leap. The paper studies the case of Yunnan's leaping development investment in fixed assets, and predicts the fund demand and supply of Yunnan's fixed asset investment during the13 th Five-Year Plan, and then estimates the total funding gap, and the results show that the traditional financing approach can't meet the demand of leaping development finance, hence need systematic financing planning.Therefore, it is necessary to construct a systematic financing solution of four integrated financing instruments, which are financing subject standardization, financing project classification, financing condition marketization and financing tool innovation.
