公共政策失灵视角的欧盟难民政策调整

摘　　要：欧盟的难民政策框架从20世纪中后期开始逐渐构建,都柏林体系的形成和《阿姆斯特丹条约》的出台使欧盟共同难民政策初步形成。2015年难民危机的爆发,对欧洲避难体系造成严重冲击,虽然欧盟出台了一系列政策文件,不断调整难民政策,但是各成员国为保障各自国家的利益各自为政,欧盟难民政策未得到落实,难民危机日趋严重,是典型的公共政策失灵现象。中国要重视欧盟此次难民政策调整失灵的原因和后果,以此为鉴,制定出符合公共利益的难民政策,避免出现政策失灵现象。The framework of EU＇s refugee policy has been gradually built since the middle and late 20 th century, the formation of the Dublin system and the introduction of the ＂Amsterdam Treaty＂ marked the initial formation of the EU common refugee policy. The outbreak of the refugee crisis in 2015, it has caused a serious impact on the European refugee system, although the EU has introduced a series of policy documents, and continuously adjusted its refugee policy, however,the members of the EU have their own interests to protect their respective national interests, the EU＇s refugee policy has not been implemented, and the refugee crisis has become increasingly serious, it is a typical phenomenon of public policy failure. China should attach importance to the reason and consequence of this EU＇s refugee policy failure, take this as a warning,we should formulate the refugee policy with the public interests, and avoid policy failure.
