摘　　要：目前国内原油和成品油市场已经和国际市场连为一体,国际原油及成品油市场的产销动态和价格变化,势必波及到国内。因此,山东省要加快构建省级石油战略储备体系,提高抵御石油风险能力。结合我省是石油化工生产大省的实际情况,依托胜利油田,通盘考虑我省战略石油储备基地的选址、储备方式、建设与管理模式以及相关的法律法规对于我省的经济发展具有十分重要的意义。Domestic crude oil and refined oil market and international market has been as a single entity, the production and marketing dynamics and price changes of the international crude oil and refined oil market is bound to spread to domestic. Therefore, Shandong Province should speed up building the provincial level strategic oil reserve system to improve the ability to withstand the risks of oil. Combination of the actual situation of Shandong petrochemical production province, relying on the Shengli Oilfield, taking into consideration the location of the reserve base, the reserve method, construction and management mode and related laws and regulations is very important to the province's economic development.
