摘　　要：党的十八大以来,世界经济进入深度调整期,我国经济发展进入新常态。站在新的历史起点上,习近平把开放发展作为引领我国未来一定时期内发展的"新发展理念"之一。习近平开放发展思想不仅引领着我国对外开放领域科学理念的深刻变革,从而具有"中国意义";推动互利共赢国际发展合作、提高我国制度性话语权、指明处于十字路口的经济全球化的发展方向,从而具有"世界意义"。习近平开放发展思想内容丰富、内涵深刻,从坚持主动开放、坚持共赢开放、坚持双向开放以及推动全面开放等方面,指出了中国开放发展应坚持的基本原则和遵循。Since the 18th National Congress of the Communist Party of China, the wona economy has entered a period of deep adjustment, and China＇s economic development has entered the ＂new normal＂. At a new historical starting point, comrade xi jinping has made open development one of the ＂five great development concepts＂ that will guide China＇s future development. Xi Jinping＇s thoughts on open development not only lead the profound reforms of the scientific concepts in the field of opening up, which has its significance for China. It also helps in promoting mutually beneficial and win-win cooperation for international development, improving the institutional discourse of China, promoting China＇s contribution to global economic governance and identifying clear directions for economic globalization which is at the crossroad, thus presenting its significance to the world. Xi jinping＇s thought on open development enjoys rich content and profound connotations, identifying the basic principles that China shall stick to in the opening up process, including the principles of voluntary opening up, win-win opening up, two-way opening up, and promoting all-round opening up. In practice, China has been actively implementing Xi Jinping＇s thought on open development through a series of important measures, such as implementing the Belt and Road Initiative, promoting regional cooperation process, establishing free trade experimental zones, optimizing regional opening up structure, and actively participating global governance.
