摘  要:结合北京雾霾跨界传输矩阵,构建了PM2.5治理的成本函数,从雾霾健康风险与经济风险这两个方面估算了北京市雾霾造成的本地风险和外来风险.结论表明:2016年,雾霾给北京市带来82.75亿元的健康风险,48.71亿元的经济损失风险,总计131.46亿元.由于邻近区域跨界传输带给北京的风险占44.69亿元,因此,北京有强烈意愿与邻近区域合作治理雾霾.Based on Beijing haze transboundary transmission matrix, this paper constructs the cost function of PM2.5 treatment, and estimates the local and external risks caused by haze in Beijing from two aspects: the health risk and the economic risk of haze. The conclusion shows that in 2016, the haze brought a health risk of 8.275 billion yuan to Beijing and the risk of economic loss of 4.871 billion yuan, totaling 13.146 billion yuan. As the risk of cross-border transmission from neighboring areas to Beijing amounts to 4,4 billion yuan, Beijing has a strong will to cooperate with neighboring regions to control haze.
