我国竞技体育核心竞争力动态链管理体系研究

摘　　要：利用模糊数学思想,依据"模糊德尔菲法"及"模糊层次分析法"设计问卷,对我国竞技体育核心竞争力动态链的内、外部因素等级结构进行定量处理,构建我国竞技体育核心竞争力动态链管理体系。研究表明:我国竞技体育核心竞争力的内部动态链因素包括项目布局集群、人力资源集优、技战术创新、科研服务跟进,外部动态链因素包括体坛格局演变、竞赛形势演变、强国技战术演变、设项与规则演变。我国竞技体育核心竞争力动态链管理启示:1)以奥运会竞赛为导向建立项目创新管理机制;2)以人力资源集优为导向建立人才梯队建设培养机制;3)以主体层和支撑层为结构导向建立双元动态管理机制;4)以科研服务与技战术创新交互为导向建立支撑保障管理机制;5)以竞技体育核心竞争力为发展导向建立可持续发展培育机制。This paper designs the questionnaires to investigate the internal and external factors hierarchical structure of the dynamic chain of China＇s competitive sports based on the fuzzy mathematics theory,the ＂fuzzy Delphi method＂and ＂fuzzy analytic hierarchy process＂,and to construct the dynamic chain management system of core competence of China＇s competitive sports. The research shows that the internal dynamic chain factors of the core competence of China＇s competitive sports include the project cluster,human resource optimization,technical and tactical innovation,and follow-up research service; the external dynamic chain factors include the evolution of the sports pattern,the evolution of the competition situation,and the development of items and rules. The enlightenments of dynamic chain management system of core competence of China＇s competitive sports are as follows： 1） establishing a project innovation management mechanism based on the Olympic Games competitions; 2） setting up the training mechanism of talent echelon with the guidance of human resource optimization; 3） building a dual dynamic management mechanism based on the structure orientation of the main body layer and the support layer; 4）constructing a support guarantee management mechanism based on the interaction of scientific research service and technical and tactical innovation; and 5） establishing a sustainable development training mechanism based on the development orientation of competitive sports＇ core competitiveness.
