促进东北地区国际服务外包产业发展的个案研究

摘　　要：我国"互联网+"战略的实施和"服务外包+"发展模式迅速兴起为东北老工业基地产业结构转型升级带来机遇。近年来,吉林省国际服务外包产业实现从无到有、从小到大、由弱变强、量增质升的转变,但也存在产业竞争力不强、政策扶持力度不大、产业载体支撑乏力、行业标准化水平不高等问题。对吉林省国际服务外包产业进行个案研究,对推动东北地区服务外包产业发展乃至以此促进东北老工业基地全面振兴有一定借鉴意义。东北地区为进一步推动服务外包产业发展,应促进开放、发挥比较优势、催熟行业组织、加快高端人才的引进培养,做大做强服务外包产业。The implementation of the ＂Internet ＋ ＂national strategy and the rapid emergence of the ＂service outsourcing ＋ ＂development model in China have brought opportunities to the transforming and upgrading of industrial structure of the Old Industrial Base of the Northeast. In recent years,international service outsourcing industry in Jilin Province has realized the transformation from scratch,from small to large,from weak to strong,as well as quantity increasing and quality improving,but there are also some problems with poor industrial development conditions,insufficient supporting policies,weak support of industrial carriers,and low level of industry standardization. A case study of the international service outsourcing industry in Jilin Province has certain implications for promoting the development of the service outsourcing industry in the Northeast China and even promoting the economic regeneration of the entire Northeast region. In order to further promote the development of the service outsourcing industry,Northeast China should promote openness,give play to its comparative advantages,promote industry organization,accelerate the introduction and training of high-end talents,and expand the service outsourcing industry.
