摘　　要：油气生产成本估算和预测的准确性和科学性对于海外勘探开发项目实施优质高效发展、指导投资决策和服务生产经营具有十分重要的意义。阐述海外项目现有生产成本的估算方法及其存在的主要问题,分析总结国际石油公司生产成本估算管理实践,按照问题导向,提出以5D模式为估算方法和管理理念,即成本估算要抓主要成本构成(Dominating)、要按成本驱动因素分类(DrivingFactor)、要考虑海外项目具体特点(Distinct)、成本估算和管理要有动态思维(Dynamic)、必须拥有自己的研究数据库(Database)。针对性提出改进海外勘探开发项目生产成本估算的方法和建议,旨在促进中国油气行业海外业务健康有序发展。The accuracy and scientificity of estimation and forecast of oil and gas production cost have significant meaning in realizing high-quality and high-efficient development, guiding investment decision and servicing production and operation. This paper expounds the existing cost estimation methods of overseas projects and their main problems, analyzes and summarizes production cost estimation ＆ management of international oil companies, puts forward estimation and management notion of 5D based on problem-orientation, namely cost estimation from dominating ones, according to driving factors, considering projects＇ distinct features, based on dynamic mindsets, with their own database, and proposes the improvement suggestions for production cost estimation methods of overseas oil and gas exploration ＆ development projects in order to promote the healthy development of overseas business of China＇s oil and gas industry.
