摘　　要：　全球化是一个渐进的历史过程。在其发展进程中,民族国家政治权力的行使受到一定程度的制约,但政治国界不可能很快消失。虽然"世界主义"的思想古已有之,人类曾有过并在今天仍进行区域性和世界性政治关系整合的实践,但自国家出现以来,维护民族国家利益的政治保护主义(或称之为政治民族主义)始终存在并产生作用和影响,在某些情况下还出现强化的趋势。<Abstrcat>During the gradual historical procession of globalization, the exercising of the state political power will be restricted to some degree.Though cosmopolitism has existed since the ancient times, the political protectionism has played its eternal role in the maintenance of the state interest.
