澳大利亚近期反华风波及影响探析

摘　　要：2017年是中国与澳大利亚建交45周年，也是两国关系发展极不寻常的一年。在双边经贸关系持续深化、人文交流合作日益密切的同时，澳大利亚国内发生了一连串鼓吹“中国威胁”、煽动反华情绪的负面事件。澳大利亚近期掀起这场反华风波，既是当下国际体系深刻变革与澳大利亚国内政治震荡调整两种因素叠加的结果，也是澳对外政策在平衡经济与安全利益的两难之间延续对美澳同盟路径依赖的产物。与以往相比，澳大利亚本轮反华程度更深、焦点更为突出，在反华态势上呈现与西方部分国家联动呼应的新特点，反华的内容也带有更多政治和政策意涵上的战略示警。虽然澳大利亚反华的逆流不会对中澳关系造成根本性的冲击，但澳大利亚反华心态和行为的突出表现，则反映了当前西方国家对中国影响力上升的普遍忧虑和防范情绪，对其可能引发的负面影响，中国必须审慎应对。The year of 2017 not only marked the 45th anniversary of the establishment of China-Australia diplomatic relations,but also witnessed quite a bit of turbulence in the relationship. While bilateral economic and trade relations as well as people-to-people communication and cooperation continue to grow,a series of dramatic and negative events took place in Australia,which advocated the so-called "China threat"and instigated anti-China sentiments. The recent anti-China movement in Australia was caused by the combination of deep structural changes in the current international system and instability in Australia’s domestic politics. It was also the outcome of Australia’s path dependence on US-Australia alliance while balancing between its economic and security interests. It is worth noting that compared to the past,the current anti-China movement in Australia was more profound and more focused,and demonstrated new characteristics such as Australia and certain Western nations moving in concert against China’s influence,as well as strategic warnings with more political and policy implications. Although Australia’s anti-China movement will not have a fundamental impact on China-Australia relations,Australia’s antiChina attitude and behavior does represent a more prevalent trend among Western nations showing concern about and defense against China’s rising influence,China must deal with the negative implications cautiously.
