高等院校资助学生制度的构建与完善

摘　　要：当前,国家和社会各界对贫困生给予高度重视,出台一系列政策和制度。这些制度在实行过程中呈现出相当多的问题,主要有资助资源短缺、划定贫困标准的认定机制不够完备、资助资源分配管理不均衡,以及对受助者的需求关注不足而使资助不能发挥其应有作用等诸多问题。进一步完善和发展高等院校资助学生制度势在必行。学校要通过建立更为科学规范的资助体系,拓展并丰富资助渠道,注重对贫困学生的关怀及诚信感恩教育等,使资助制度真正解决贫困学生问题,将资助工作真正落到实处,在全社会形成良好的助学氛围。At present, the nation and society pay more attention to u,c ~tu have made a series of policies and regulations, and in the implementation of these, many problems have emerged, such as shortages of funding sources, imperfect mechanism to identify poverty standard, imbalaneed distribution management of financial resources and failure to give due play to the funding because of insufficient attention to the need of the re- cipients. It is imperative to further improve and develop the funding system of universities. By building the more sci- entific and standardized funding system, expanding the funding channels and paying attention to caring for students with financial difficulties and education of their integrity and thanksgiving, we enable the funding system to really solve their problems and put the funding work into real effect so as to form a good atmosphere of subsidizing students in the society as a whole.
