云南省造林补贴项目建设存在的问题及建议

摘　　要：2010年国家启动实施中央财政造林补贴试点项目,迄今为止云南省按照国家对中央财政造林补贴试点项目有关要求,对2010-2014年实施的中央财政造林补贴试点项目进行了省级验收。通过省级验收,分析项目建设实施过程中存在的难点问题,包括造林前地类和面积、造林主体类型、补贴标准类型、补贴标准、作业设计编制等,进而提出相关建议。Afforestation pilot projects with the central govemment subsidies was started to implement from 2010, so the provincial examination for pilot projects in 2010-2014 in yurman province was done according to the relevant requirements of national afforestation with the central government subsidies. Through the provincial examination and analysis on difficult problem existing in the project implementation process including planted land official class and area before afforestation, the main body type of afforestation, subsidies standard type, subsidies standard, operation and design, etc., related suggestion was put forward.
