摘　　要：根据PPP模式中水利项目不同于其他基础设施建设项目的特点,分析PPP水利项目中存在的风险因素,从市场风险、政治风险、法律风险、财务风险、建造风险和经营风险6个方面构建风险评价指标,利用模糊层次分析法建立风险评价模型,对水利项目中占主导作用的风险因素进行分析,并给出相关的结论和建议。Based on the characteristics of water conservancy projects in PPP mode different from those of other infrastructure construction projects,the risk factors in PPP hydropower projects are analyzed.The risk evaluation indexes are formulated from six aspects of market risk,political risk,legal risk,financial risk,construction risk and operational risk.The risk evaluation model is established by using the fuzzy analytic hierarchy process.The dominant risk factors of the water conservancy projects are investigated,and the relevant conclusions and suggestions are put forward.
