摘  要:职责同构是中国行政体制的基本结构关系。理论界往往将其视为阻碍行政体制改革的体制性原因,而缺乏对职责同构运行制度情景、结构约束及其动态演进的考察。本文以Y县政府信息科的功能变迁为个案,考察Y县政府信息科从信息筛选、信息上报到辅助决策、议程设置的功能变迁历程,构建"体制-结构-行动者"分析框架,考察职责同构下行政组织功能变迁的多重逻辑,展现出职责同构下行政组织功能变迁的动力机制,信息科功能由外在规范向内在需求的转变过程,为全面理解职责同构下行政组织的现实运行提供可供参考的窗口。Isomorphism responsibility is the basic structure of China's administrative system. Theorists often regard it as the institutional reasons that hinder the reform of the administrative system, but lack of investigation on the institutional context, structural constraints and dynamic evolution of the isomorphism responsibility. This paper takes Y County government Information Department as a case to study its function change from information screening and information reporting to decision making support and agenda setting. Through the "System- Structure-Actor" analysis framework, the multiple logic of function change of an administrative organization shows a dynamic mechanism under the isomorphism responsibility system. The function transition was from external norms to internal demand, which provides a window to comprehensively understand the actual operation of an administrative organization under the isomorphism responsibility system.
