摘　　要：基于基本公共服务的价值理念和服务供给的基本要素,本文从服务对象和手段的包容性、服务功能和内容的彻底性、服务过程及其成果的可及性、服务产出及其形式的有效性四个维度筹划政府电子公共服务供给的愿景,并以公正为基准、以服务对象为中心、以流程为主线、以问题为导向提出相应的策略安排,目的是为进入"互联网+政务服务"阶段我国政府进行前瞻式管理提供战略与战术准备。Based on the value concept of basic public service and the essential elements of service delivery, this article sets the vision goal of governmental electronic public service delivery from four dimensions including inclusion of service objects and means, thoroughness of service functions and contents, accessibility of service processes and their results, and validity of service outputs and their forms, then accordingly puts forward four strategy arrangements based on taking justice as baseline, service objects as center, business process as main line, problem as orientation in order to provide strategic and tactical preparations for the prospective management after Chinese Government enters in the stage of ＂Internet plus administrative service＂.
