市场导向的高校知识产权转化管理体制改革探析

摘　　要：高校是我国科学研究与知识创新的重要阵地,在我国知识产权工作中占有举足轻重的地位。高校知识产权转化服务社会经济发展是高校走向社会中心、拓展服务社会功能的必然要求。但目前高校知识产权转化现状却不容乐观,存在着转化意识淡薄、转化率低、专门转化机构及人才缺乏等问题。这些问题是由高校传统的"技术找市场"科研模式、科研评价体系及政策导向、人才培养模式等因素造成的。高校应建立市场导向的"产学研"科研模式、"重转化、轻数量"的科研评价及政策体系,设立独立的知识产权转化机构及市场服务信息平台,最终形成以市场为导向的知识产权转化管理体制。University is an important position of scientific research and knowledge innovation,and occupies a pivotal position in the work of intellectual property in China. The transformation of intellectual property rights in Colleges and universities to serve the social and economic development is the inevitable requirement for colleges and universities,to move towards the social center and expand the social functions of the service. However,the current situation of the transformation of intellectual property rights in colleges and universities is not optimistic. There are some problems,such as weak transformation consciousness,low conversion rate,special transformation of institutions and the lack of talents. These problems are caused by the traditional ＂technology looking for market＂scientific research model,scientific research evaluation system and policy orientation,talent training mode and so on. Colleges and universities should establish a market-oriented ＂research＂,＂scientific research mode transformation,light quantity＂of scientific research evaluation and policy system,the establishment of independent intellectual property rights transformation mechanism and market information service platform,eventually form the market-oriented transformation management system of intellectual property.
