摘　　要：现代农业综合配套改革的深入推进,离不开完善的土地市场。而农户的土地流转行为直接影响着土地市场的发育,规范和引导农户土地流转行为,对于促进土地市场健康发展具有重要的意义。因此,政府要做好土地承包经营权确权工作,明晰农地产权关系,为土地流转提供前提条件;加快土地流转市场法制建设,维护农户土地流转的公平交易秩序。同时,建立土地流转的市场机制,发挥市场配置土地资源的决定性作用。Regulating and guiding the farmers＇ land transfer behavior is of great significance for the healthy development of the land market. The survey data show that land share cooperation is gradually popularized in the modern agricultural comprehensive reform area and the farmers＂ land transfer behavior tends to be standardized. Therefore, the government should do a good job in confirming land contractual management fight and clarifying the relationship between property rights and land rights . The government should speed up the construction of the legal system of land transfer market and maintain the fair trade order of land transfer. Meantime, the government should establish a market mechanism for the transfer of land and marketing plays a decisive role in allocating land resources.
