摘　　要：以乡村旅游扶贫要素架构和逻辑思考为基础,提出辽宁省可实行的乡村旅游扶贫保障是:强化村集体的经济实力,保障乡村旅游扶贫的核心组织力量;扶持乡村旅游事业家,保障乡村旅游扶贫的经济创造力和乡村收益力;实行多样、便捷的财政金融支持,保障乡村旅游扶贫资金的充足和持续;依法调控土地权益,保障乡村旅游扶贫的稳定性和高效益;政府远见引导和高效服务,保障乡村旅游扶贫长效与快速推进。Based on the framework of rural tourism poverty alleviation and logical thinking, this paper puts forward that the feasible rural tourism poverty alleviation guarantee in Liaoning Province is： to strengthen the economic strength of the village collective, to protect the core organizational strength of rural tourism to help the poor; to support rural tourism business, to protect the rural The economic creativity and rural profitability of tourism poverty alleviation ; implementation of diverse and convenient financial and financial support to ensure the adequacy and sustainability of rural tourism poverty alleviation funds ; legal regulation of land rights and interests to protect the stability and high efficiency of rural tourism in poverty alleviation; government vision guidance and Efficient service to ensure long -term poverty alleviation and rapid progress in rural tourism.
