摘　　要：以全面质量管理的内涵和特点为切入点,阐述了建立电梯等特种设备作业人员考试机构全面质量管理体系的必要性。详细介绍了在考试机构中建立全面质量管理体系的过程、方法和要求,为考试机构建立全面质量管理体系指明了实现途径。Starting point that is the connotation and characteristics of total quality management system, the necessity of building the total quality management system of special equipment operators such as elevator operator examining body is explained. The process, methods and requirements of building the total quality management system is introduced in detail. The way to establish total quality management system of examining body is showed clearly.
