摘  要:尾矿库是具有高势能的重大危险源,极易发生重特大事故,构建尾矿库双重预防机制,对提升尾矿库安全生产整体预控能力,有效遏制尾矿库重特大事故的发生具有重要意义。本文从安全风险评估与管控和隐患排查治理两方面出发结合我国某铝土矿尾矿库建立双重预防机制,明确安全风险评估3步骤和隐患排查治理3步骤,从尾矿库危险性和人员危险性两方面建立尾矿库双重识别和控制机制,建立隐患清单落实危险有害因素管控措施和隐患整改措施,改善尾矿库安全管理现状,提高安全管理水平,预防和控制尾矿库重特大事故。The tailings ponds are the major hazard with high potential energy and prone to accidents. The constructing of double prevention mechanism of tailings has important significance to enhance the overall pre - control ability of safety production and effectively curb serious accidents of tailing ponds. The double prevention mechanism is established from the aspects of risk control and hidden danger checking, by clearly identifying three - step of risk con- trol and three - steps of hidden danger checking. In terms of the danger of tailings pond and personnel danger, establish the dual identification and control mechanisms, establish the list of hidden dangers, implement the control measures and hidden danger rectification measures of hazardous and harmful fac- tors, improve the safety management status of railings ponds, improve the level of safety management, and prevent and control the accident.
