摘 要:传统的防汛预警指标的制定,基本都是依据气象部门发布的降雨预警信息,而降雨和内涝积水虽然相关,但还是有所区别。以北京城区为例,根据北京城市洪涝灾害特点,针对道路桥区、地铁站出入口、地下车库、地下建筑物等不同受灾体,通过分析国内外城市相关案例、设计规范,结合现场调研测量等方法,分析确定不同受灾体的内涝预警积水深度,对不同受灾体的内涝预警指标和区域内涝综合预警指标的制定进行了初步的研究和探讨,并提出相关建议。In general, the formulation of flood warning indicators is based on the rainfall warning information issued by the meteorological agencies. But the rainfall patterns and waterlogging characteristics are different. In this paper, waterlogging warning thresholds are determined for various disaster bodies in Beijing, by analysis related urban cases from domestic and foreign, design specifications, surveys and other methods. The early warning index of wateHogging and the comprehensive warning index of regional waterlogging are studied and discussed, and some suggestions are put forward.
