防汛抗旱中的人水和谐观

摘　　要：我国是世界上水旱灾害最严重的国家之一,水旱灾害防治历来是水利工作的重点。随着经济社会的发展和防汛抗旱工作的深入,防汛抗旱工作在除水害、兴水利的同时也导致了人水关系的改变,甚至带来比较大的负面影响。研究了我国防汛抗旱工作的开展历史和现状,总结了我国防汛抗旱工作中存在的问题,得出了应在防汛抗旱工作中贯彻人水和谐思想的结论,在此基础上,介绍了人水和谐理论在防汛抗旱中的具体应用;基于人水和谐的视角,针对我国防汛抗旱工作的不足提出了建议,包括转变防汛抗旱指导思想、调控人类活动、重视生态改造、建立防汛抗旱整体治理体系等,以期推动我国防汛抗旱观念和工作模式的转变,最终提高我国人水和谐的水平。China is one of the countries that suffer most severe flood and drought disasters in the world, flood prevention and drought relief are great significance. Rampant economy development and construction of water conservancy projects have been resulting in the change of human-water relationship, even lead to some negative effects to societies. To address the problems, the history and current situation of flood prevention and drought relief in China are studied ; the issues on flood prevention and drought relief are summarized. Consequently, a general concept of human-water harmony is proposed. This paper introduces the application of human-water harmony in the work of flood prevention and drought resistance. Based on the view of human-water harmony and issues in the work of flood prevention and drought resistance, this paper offers sug- gestions, including changing the guiding ideology, regulating human activities, attaching importance to ecological reconstruc- tion and establishing flood and drought disasters management system, in the hope of changing of the conception and work pattern of flood prevention and drought resistance, improving harmony of people and natural in China.
