摘　　要：分析了国内输油管道应急预案编制研究现状,针对陆上输油管道水面溢油特点,研究提出了水面溢油应急预案,即一河一案的编制工作程序。基于典型管道水面溢油情景,编制了输油管道水面溢油应急预案模板,为企业完善环境应急预案体系、提高环境应急水平提供参考。The status quo of research on the preparation of emergency plans for domestic oil pipelines was analyzed. According to the characteristics of surface oil spills on land pipelines,a contingency plan for oil spills on the surface was proposed. Based on the scenario of typical pipeline surface oil spills,an oil spill emergency plan template for oil pipelines was prepared to provide reference for enterprises to improve the environmental emergency plan system and improve the level of environmental emergency response.
