公共图书馆文化精准扶贫的社会职能与对策思考——基于《中华人民共和国公共文化服务保障法》扶助老少边穷地区公共文化服务条款的解读

摘　　要：《中华人民共和国公共文化服务保障法》的正式实施是我国公共文化服务法律保障的历史性突破,在国内掀起了学习、研究的热潮。《中华人民共和国公共文化服务保障法》中有多项条款规定政府有扶助老少边穷地区公共文化服务和公共文化产品供给的责任,文章从具体条款入手,挖掘其与公共图书馆的关联。在此基础上,以《中华人民共和国公共文化服务保障法》为契机,探讨公共图书馆开展文化精准扶贫的对策思考。The formal implementation of＂Public Cultural Service Guarantee Law of the People＇s Republic of China＂（hereinafter called the law） is a historical breakthrough in the legal protection of public service in China, and has brought a researching tide of the law. The article first summarizes the current research status of the law and the research origin. Then it points out that there are many terms in the law that request national government support in underdevelopment area of public cultural services and public supply of cultural products. This article starts with the specific terms of the law and excavates its connection with the public library, and further discuss the countermeasures of the public library to carry out cultural precise poverty alleviation.
