摘 要:在目前南海局势趋于缓和的情况下,如何构建南海合作机制是摆在南海各沿岸国面前的一个重要议题。首先推进在南海区域低敏感度的环保合作,特别是推进与岛礁主权和岛礁法律地位关联不大的环保合作,是更为现实和可行的选择。鉴于国际海运对于南海各沿岸国的重要地位,相关国家在国际海运业温室气体减排的立法和执法上进行合作不仅存在着坚实的合作基础和清晰的合作路径,而且有利于增加南海各沿岸国之间的政治互信,也有利于推动21世纪海上丝绸之路的建设。With the current situation of the South China Sea steadily easing, how to build the cooperative mecha- nisms for the South China Sea has become an important issue for all the costal countries in the South China Sea. A more practical and feasible choice is suggested to promote the cooperation of environmental protection with less sen- sitive degree, particularly those with little involvement in the sovereignty and legal status of islands and reefs, in the South China Sea area. In terms of the significance of international shipping for coastal countries in the South China Sea, the cooperation among the related countries in legislation and enforcement of greenhouse gas emissions from international shipping, is underpinned by sound foundation and clear options, which can not only enhance their mutual political trust, but promote the construction of the 21 st Century Maritime Silk Road as well.
