基于DEA-Malmquist指数的我国政府体育投入效率研究

摘　　要：政府作为体育产品与服务的组织者和供给者,是构建服务型政府的主体。借助DEA-Malmquist指数,从政府投入产出视角研究分析1978年至2014年我国政府体育投入效率的演变。研究发现:政府在体育事务管理方面发挥了积极作用,TE年均值为0.892 108,PET为0.920 270,SE为0.968 132;TFP年均进步率为3.4955%,但年度波动较大,波动范围为[-47.8279%,485.5561%];各省市无论是在综合效率指标,还是全要素生产率方面差异均比较明显。因此,建议政府通盘考虑,从完善政策法规体系入手,明确政府、市场和社会组织各自职责,打破各群体间的利益锁链,协调发展,建立"互联网+"的创新平台。The Government is an organizers and providers of cultural and sports public goods,which is an important factor of service-oriented government. Thepaper used DEA-Malmquist to seek changes of the efficiency of Chinese government＇s cultural and sports between 1978 and 2014. The government has playedan active role on culture and sports management,comprehensive efficiency is 0.892108,pure technical efficiency is 0.920270,and scale efficiency is 0.968132.From the perspective of the total factor（TFP）,government sports on TFP annual growth rate was 3.4955%,but the annual fluctuation is large,the fluctuationrange is [-47.8279%,485.5561%]. Provinces,whether efficiency indicators in the government comprehensive,or total factor productivity differences are moreobvious. Therefore,it is suggested that the government should take into account the responsibilities of the government,the market and the social organizations tobreak down the interests of the chain,coordinate the development,the establishment of ＂Internet ＋＂ innovation platform.
