行政审批标准体系构建思路探讨——以河北省为例

摘　　要：构建行政审批标准体系是实现我国行政审批标准化的必要途径,具有重大的理论意义和实践价值。本文通过分析河北省行政审批标准体系构建的现实基础,提出以标准层级、服务模式、服务环节和构成要素四个维度来构建行政审批标准体系的思路,形成河北省行政审批标准体系四维模型图,以求为行政审批标准体系的完整构建提供指导与参考。The establishment of the administrative examination and approval standard system is a necessary way to achieve the standardization of administrative examination and approval in China, and has great theoretical and practical value. Through analyzing the practical foundation of the administrative approval standard system in Hebei province, this paper puts forward the idea of establishing the administrative approval standard system by four dimensions of standard level, service mode, service link and component, and forms a four-dimensional model map of the administrative approval standard system in Hebei, in order to provide guidance and reference for the complete construction of the administrative approval standard system.
