摘 要:目的调查和评价浙江省市、县疾病预防控制(简称疾控)机构应急队伍建设情况,分析公平性与相关因素,提出对策建议。方法设计疾控机构应急队伍建设情况评估问卷,对浙江省市、县两级疾控中心进行调查;对应急队伍人员数量、年龄、学历、职称、培训演练等情况进行描述性分析;通过权重赋值计算应急队伍建设关键指标的量化得分、评价指数和基尼系数;运用非参数检验分析影响疾控机构应急队伍建设水平的相关因素。结果浙江省市、县疾控机构应急队伍共有2 620人,其中市级456人,县级2 164人。市、县应急人员均以本科学历(学位)、中级职称和25~岁为主,市级分别占52.85%、41.01%、79.17%;县组分别占66.45%、39.97%、71.40%;平均专业领域覆盖率分别为82.95%和79.12%;平均综合评价指数分别为0.92和0.85,综合评价指数的基尼系数分别为0.045和0.081;应急队伍建设水平与单位年度收入和财政投入呈正相关。结论浙江省市、县疾控机构应急队伍建设总体水平较高,应急人力资源配置公平性总体较好,市级优于县级,应进一步加强县区级疾控机构应急队伍的培训演练与专家队伍管理。Objective To comprehensively evaluate the member structure of emergency response team(ERT)in Centers for Disease Control and Prevention(CDCs)in Zhejiang province,and to analyze the equity of ERT as well as its related factors. Methods A questionnaire was designed to evaluate the member structure of ERT in CDCs of municipal and county levels in Zhejiang province.A descriptive analysis was carried out on the number,age,education,professional title,training and emergency rehearsal of members in ERT.The quantitative score of key indicators for ERT member structure,evaluation coefficient and Gini coefficient were calculated.Non-parametric test was performed to analyze the related factors influencing the member structure level of ERT. Results There were total 2 620 emergency team members in both municipal and county level CDCs in Zhejiang,456 members were from municipal CDCs and 2 164 were from county level CDCs.For members of ERT in municipal and county level CDCs,52.85% and 66.45% had undergraduate degree,41.01% and39.97% had intermediate professional titles and 79.17%and 71.40% were young and middle-aged adults(25-44 years old)with the average field coverage rates of 82.95% and 79.12%,the average comprehensive evaluation indexes of 0.92 and 0.85 and the Gini coefficient of the comprehensive evaluation indexes of 0.045 and0.081,respectively.The member structure and capability of ERT were significantly positive correlated with the annual income of the CDC and the financial investment of government. Conclusions The overall level of ERT in CDCs of Zhejiang is relatively high with a reasonable equity of emergency human resources allocation,especially in municipal level CDCs.Therefore,the training,emergency rehearsal and management of members in county level CDCs need to be further improved.
