摘　　要：对于"社会福利""社会保障"这两个概念,不同国家对其理解各不相同。文章通过分析"社会保障"与"社会福利"之间的关系,阐释了二者之间的联系与区别,并结合我国的社会福利制度正在从补缺型转变为适度普惠型,需要我们从更深层次来解读二者之间的关系。With regard to the two concepts of ＂social welfare＂ and ＂social security＂, different countries have different understanding of them. In this paper, we analyse the relationship between ＂social security＂ and ＂social welfare＂, explain the similarities and differences between the two concepts, and combined with the social welfare system of our country is changing from residual-type to appropriate universal-type, we need to interpret the relationship between the two cncepts from a deeper level.
