摘　　要：目的:综合评价第二轮江西省卫生服务能力建设工程对江西省县级疾控中心卫生服务能力的影响。方法:通过聚类分析法确定终极评价指标体系,采用层次分析法确定终极评价指标的权重,运用加权秩和比法(WRSR)对第二轮工程实施前后县级疾控中心的卫生服务能力进行综合评价和比较。结果:终极评价指标体系由6个一级指标和28个二级指标构成。工程实施后大部分指标均有所改善,全省11个地区的WRSR值均有所增大,且大部分地区增长幅度在20%以上。结论:江西省11个地区县级疾控中心的卫生服务能力有较大的提升,尚待进一步加强。Objective To comprehensively evaluate the effect of the second round of the health service capacity building pro- ject on the health service capacity of county - level centers for disease control and prevention in Jiangxi province. Methods The ul- timate evaluation index system was established using cluster analysis, the weights of the ultimate evaluation indexes were estab- lished using analytic hierarchy process and the health service capacity of county - level centers for disease control and prevention in 2010 and 2013 was comprehensively evaluated and compared by weighted rank - sum ratio（WRSR）. Results The ultimate evaluation index system was consist of six first level indexes and twenty - eight secondary level indexes. Most indexes become better, the WRSR values of 11 regions in Jiangxi province become greater and the amplitudes of most regions were greater than 20% after the second round of the project. Conclusion The health service capacity of the county - level centers for disease control and prevention in 11 regions of Jiangxi province has been greatly promoted, and need to further strengthen.
